This Special cut on fabric helps to prevent fabric from fraying. It has zig-zag or scalloped edge look to it.
Pinking shears help prevent fabric fraying and gives you the zig-zag edge on your fabric.
There are various pinking edges. Some are rounded, while that majority are pointed.

You can use regular pinking shears or pinking rotary blade for rotary cutters.
People also use the notches to help align fabric for sewing.
